PUBLIC COMMENT SUBMISSION

The Small Business Institute (SBI) has prepared a formal position paper on the Business Licensing Bill, 2026, welcoming its objectives while proposing targeted amendments to strengthen its impact on small and medium businesses. The submission draws on the SBI’s national Business Chamber network and focuses on practical issues including licensing turnaround times, proportionality of enforcement, sector reservations, administrative penalties, SMME representation and meaningful consultation.
