SBP’s study, which introduced in-depth regulatory cost (red tape) surveying to South Africa for the first time, identified and quantified compliance costs for businesses across the economy, and included a spectrum of respondents from multinationals to micro-enterprises as well as a sub-set of informal businesses. The study covered a nationally representative sample of 1 800 businesses of all sizes, operating across 6 key sectors. It was the first study of its kind to be conducted in South Africa and, the largest general regulatory cost survey ever carried out anywhere at the time. It still remains the largest, red tape survey ever conducted in South Africa.
